In 2005, President George W. Bush sought support for his plan to reform Social Security through governing by campaigning. Bush focused his campaign on getting the backing of conservatives and Republicans to push reform through the GOP lead Congress. My thesis examines the strategy and effectiveness of the Bush administration's attempt to reform Social Security through governing by campaigning.
