The purpose of this report is to outline an evaluation plan designed to measure implementation and results of the Kansas Parent Network and Training Program. This plan includes and is based on a literature review of evaluations of other parent training and substance abuse prevention programs. The evaluation of any program must start with an assessment of the basis for the
program's theory. Does the program make sense given what is known about the problem? Valid judgment about the program must begin with and cannot proceed without "construct validity." Once construct validity has been examined, the plan will describe data collection procedures and will identify how the different components of the program will be measured.
