As part of a broader study of mechanisms of technology transfer and university-industry liaison, I was able to visit a number of incubators in both West Germany and the United Kingdom in Spring, 1990. Because of the variety of models, this report will first provide a basic description of the incubators visited and then draw some general implications stemming from the nature of incubator development in those countries. The objective of this report is not to derive definitive answers to specific questions, but rather to broaden horizons and stimulate new insights from this diversity of models and experience.en_US
