    Abstract
    This is the preliminary report for the portion of the State of Kansas' bid to the Federal government for the superconducting super-collider (SSC) that was prepared at the Institute for Public Policy and Business Research (IPPBR) at the University of Kansas. The preliminary report includes tables presenting the data sets collected at IPPBR. As a preliminary report this document is subject to revision. The final report will contain the following additional information: descriptive narratives of the data sets, graphs where appropriate, discussions of capacity and adequacy of regional schools, social services, police and fire departments, complete documentation of sources of data, and a discussion of the process involved in the compilation of the data sets. It is intended that the information in the final report can serve as a guide to the future preparation of similar proposals.
