Abstract
Writing on the subject of social change has been characterized by a general and descriptive approach on one hand and a narrow focus on institutions on the other. As conceived here under the hypoches Ls of increasing scale of organization of society, change in a particular organization is seen as representative of and dynamically related to an organizational transformation of the carrying society as a whole. The crucial structural concept is interdependence among groups and their participant memberships. An analysis of changes in the Kansas State Department of Public Instruction, 1854-1952, is presented as an illustration of the hypothesis.
