Gifted in No Man’s Land: The Vast Expanse of Gifted Definitions, Identification Criteria, and Programs or Services that Military-Connected Students May Encounter

Abstract
This dissertation uses a systematic policy analysis to investigate the complex and diverse landscape of state-level policies regarding gifted education and the impact of such policies on students who are part of highly-mobile populations. Mandates at the state level regarding definitions, identification criteria, services, and funding are analyzed to understand the wide range that students and families may interact with; additionally, student performance is analyzed to begin questioning the real impact of having mandates or lack of mandates related to gifted education. Findings within this study reveal the significant level of inconsistency across states. This study provides a comparative matrix to help guide parents, educators, and policymakers in supporting gifted students as they transition between education systems. The results of this study underscore the need for better policy alignment across the nation in order to ensure equitable and sustainable access to gifted education for military-connected students and other highly-mobile populations.
