Jeffrey Solar Economic Impact Analysis

Abstract
NextEra Energy Resources commissioned researchers from the Institute for Policy & Social Research to study the potential economic impacts of the Jeffrey Solar project, a proposed utility-scale solar project in Jackson County that will also include construction of a small generation tie line in Pottawatomie County. We conducted this study using IMPLAN, an input-output model researchers often use to estimate economic “ripple effects” as initial expenditures move through business supply chains and household incomes. Our conventional impact analysis covers the economic impacts of project activities during the construction and operations phases of the project. Our analysis estimates the impacts of expenditures by NextEra on labor, materials and land lease payments, and accounts for forgone agricultural production on leased land. Because property taxes and contribution payments will represent a significant portion of local government revenues, we model the impact of increased local government spending as part of our analysis.
