Abstract
Congress enacted the Uniting and Strengthening America by Providing Appropriate Tools Required to Intercept and Obstruct Terrorism (USA PATRIOT) Act a little more than a month after the terrorist attacks of September 11, 2001. Designed to make it easier for law enforcement and intelligence agencies to track terrorists and prevent attacks, the statute was passed with much fanfare but not much careful deliberation. It has been the subject of intense debate ever since, including critics at the local and state level.
