Abstract
This report is part of a series of reports on the economic impacts of the Digital Video Focused Program Area of the Advanced Technology Program (ATP). ATP is a division of the National Institute of Standards and Technology (NIST), US Department of Commerce. This series is under preparation by the Institute for Public Policy and Business Research (IPPBR) at the University of Kansas. The current report has three goals: - to propose general methodologies for the entire study, including possible follow-ons and ex post economic impact analyses - to propose specific methodology for gathering the baseline data (but not the detailed protocols) - to propose a research plan for gathering and analyzing the baseline data needed for the overall study
