The feasibility of the reorganization of four small high school districts in Franklin and Osage Counties in Kansas

Abstract
Through the efforts of the Kansas State Department of Public Instruction considerable interest was created in the Appanoose, Michigan Valley, Pomona, and Quenemo Rural High School Districts in reorganizing and establishing one district and maintaining only one school. An extensive study of the needs and effectiveness of the present schools and the possible affects of reorganization was needed in order to determine the feasibility of such a move by the four districts. The writer was invited to make such a study by the Kansas Assistant Superintendent of Public Instruction and the local school officials. Permission was granted by the School of Education of the University of Kansas for the writer to submit the study as a thesis to fulfill partial requirements for the degree of Doctor or Education. The writer is confident that the conclusions and data pertain not only to the four small high schools studied, but also to the vast majority or high schools with comparable enrollments throughout the State of Kansas.
