Abstract
The purposes of this study are two fold; the first, to ascertain what media of public relations information have been used in school systems and, secondly, to develop a plan whereby a balanced and continuous flow of public relations information reaches the school officials. Emphasis upon these points is in harmony with the recent philosophy that an effective public relations program must be based upon the "two-way street" idea.
Since a full awareness of the function of public relations did not begin to evolve until the turn of the twentieth century, sufficient time has not yet elapsed to eliminate all confusion in regard to the definition of the term. The definition of public relations used in this study is presented in the following sentence with the additional notation that the term "management function” includes all employees of the school system as well as members of the board of education: "Public relations is the management function which evaluates public attitudes, identifies the policies and procedures of an individual or organization with the public interest, and executes a program of action to earn public understanding and acceptance."
The information and material for this thesis were gained from three sources. First, a study was made of the literature relating to the public relations field. Second, both Kansas and out-of-state school systems were questioned by letter concerning their public relations programs. Samples of public relations media or information concerning media used were submitted from twelve Kansas school systems and by twenty-one-out- of-state sources. Third, seven Concordia publics were contacted for their evaluation of the work of the Concordia public schools through the media of completing a printed questionnaire or through oral group discussion.
The study pointed out that the precise school public relations program for any community should be evolved only after a careful and thorough study of the assets, liabilities, and special conditions of a given community has been made.
