Stakeholders’ Perspectives on Implementing Interventions to End Child Marriage in Malawi

Abstract
Although the need for multi-sectoral approaches to address the complex issue of child marriage is universally recognized, there is a lack of substantiated literature on implementing and managing such approaches. Studies have also shown that weak legal systems, lack of effective monitoring and enforcement mechanisms, poor collaboration among relevant stakeholders, and lack of scalability and integration of interventions into more significant, sustainable initiatives remain some of the greatest obstacles to implementing and enforcing laws against child marriage. This dissertation seeks to understand the role of stakeholders working to end child marriage, emphasizing how collective action between multiple sectors can be utilized to prevent and end child marriage. Guided by the ‘qualitative methods in implementation science’ methodology, this study involved an analysis of in-depth interviews with 18 stakeholders implementing interventions on ending child marriage in Malawi and an archival analysis of 16 key documents. The analysis illuminated how the lack of multi-sectoral coordination and collaboration contributed to the lack of progress in the efforts to eliminate child marriage by 2030 according to the Sustainable Development Goals (SDGs). In addition, the analysis revealed that: 1) existing child marriage laws do not fully influence how stakeholders develop and implement interventions to end child marriage; 2) interventions being implemented were not sustainable and lacked scalability; 3) collaboration and coordination challenges between stakeholders were exacerbated by a lack of funding; and 4) the working relationship among stakeholders implementing interventions to end child marriage was impacted by a lack of funding. On this basis, it is recommended that future research investigate the implementation and effectiveness of legislation, multi-sectoral collaborations across all sectors implementing interventions on ending child marriage, and sustainable interventions to eliminate the practice.
