Abstract
At first glance, the new policy appears to be a humanitarian act, or social progress. However, this analysis attempts the following: (a) in the first section I will explore the ambivalency of the principle of social integration and (b) in the second section I will provide a critical overview of the main currents of social policy analysis. A careful study of the rhetoric and practice, as well as a thorough impact evaluation, will facilitate understanding of the debates about social integration. This overview of theoretical trends will establish a pertinent approach to answer the question: What is the meaning of old age policy?
